APPENDIX 10.   Student Affairs Committee Charter

Section 1.   Purpose

The primary function of the Student Affairs Committee (the "Committee") is to communicate to the Board of Trustees (the "Board") of the University System of New Hampshire (USNH), the views and interests of the students of all USNH institutions on issues relating to the constitutional and statutory responsibilities of the Board. In representing students, the Committee shall combine the opinions of students with good sound research to develop the best proposals and recommendations for the Board. The Committee shall examine and review policies and services which lead to successful admission, retention, and graduation of students at the USNH campuses.

Section 2.   Membership

Committee membership selection is delegated to the chancellor and the chair of the Board.

Chair:

Appointed by Board chair; one-year term of office

Members:

Five trustees, including two student trustees
Two student representatives of the University System Student Board (USSB)

Ex-officio:

Vice presidents for student affairs for each institution to attend all meetings
Associate vice chancellor for the USNH Office of Research and Planning to staff all meetings

Section 3.   Duties and Responsibilities

The Committee shall review issues and policies related to student life, advocate for students on items pertaining to student affairs and activities, including athletics, and serve as an initial entry point for examining emerging student issues, regionally or nationally based, and deciding which items should go forward for further exploration by the Programs and Services Committee or by the full Board.

Topics shall include issues related to identifying and addressing the current and future needs of students and exploring factors affecting student success in and out of the classroom, the integration of students into campus life, and the forces affecting the opportunity for all students to succeed in higher education in New Hampshire.

The Committee shall serve as an avenue for the student community and the vice presidents for student affairs to express their opinions and interests to the Board. Topics for the yearly agenda shall be developed collaboratively by the chancellor, trustees, and campus vice presidents for student affairs.

Section 4.   Resources and Authority

The Committee was established by the Board on October 18, 2007. Article II, Section 2, of the bylaws was amended, as attached.

The chair of the Committee shall report to the full Board at the Board of Trustees meetings.

Section 5.   Meetings

The meeting schedule shall be set by the chancellor, the associate vice chancellor for the USNH Office of Research and Planning, and the Committee chair, resulting in a minimum of three meetings each year.
