Section 1. Definition
The term "University System of New Hampshire" as used herein applies to the University System as established by law.
Section 2. Governance of the University System
The New Hampshire General Court has established the University System to "provide a well-coordinated system of public higher education offering liberal undergraduate education encompassing the major branches of learning, emphasizing our cultural heritage, and cultivating the skills of reasoning and communication."
University System governance seeks to provide a positive environment within which the institutions can exercise a high level of autonomy, and holds officers and leaders accountable to the Board.
Section 3. Officers of the University System
The principal officers of the University System of New Hampshire are the Chancellor, the President of the University of New Hampshire, the President of Keene State College, the President of Plymouth State University, and the President of Granite State College.
Section 4. The Chancellor
The Chancellor is the chief executive officer of the University System of New Hampshire and as such is the principal administrative and academic officer of the System. The Chancellor reports to the Board of Trustees and each campus chief executive officer reports directly to the Chancellor on all matters. The Chancellor is to represent the Board and the System as chief spokesperson in dealings with the General Court and the Governor. The Chancellor shall also represent the needs and views of the System's component institutions. The Chancellor is the chief external spokesperson for higher education in the State of New Hampshire and as such will work with other educational commissions, consortia, and business and industry leadership to improve the quality of educational services available to the people in New Hampshire.
Section 5. The Presidents
The Presidents are the chief executive officers for the respective campuses, and shall have the authority and responsibility for proper and effective management of their institutions in accordance with policies established by the Board of Trustees.
Section 6. The Administrative Board
The Chancellor is responsible for the formation of the Administrative Board, composed of the principal officers of the University System (who are the Chancellor, the President of the University of New Hampshire, the President of Keene State College, the President of Plymouth State University, and the President of Granite State College). The Chancellor is chairperson of the Administrative Board.
