1. Overview. To facilitate open discussion of public issues and the educational role of the University, the following policy has been developed as a guideline for accommodating visits to the University of New Hampshire campus by individuals who are candidates for the Presidency of the United States or congressional/statewide political office. New Hampshire's presidential preference primary offers a special attraction for national or statewide political figures. The University should accordingly welcome candidates to make their views known to the University community as well as the entire state.
2. Application. This policy applies to announced and unannounced candidates for the Presidency of the United States (of any party whatever) who it is presumed might be accorded a place on the New Hampshire primary ballot and to other candidates for congressional or statewide political offices. If there is difficulty in ascertaining whether or not an individual is a bona fide candidate for office, the President of the University may select a committee from among the faculty to advise in this regard.
3. Sponsorship. All visits to the campus by presidential candidates and candidates for congressional or statewide offices should be sponsored by university departments or recognized student organizations at the university. The invitation to visit the campus should be in the name of the host department or student organization.
4. Scheduling. Presidential and other candidates for congressional or statewide political offices should be invited to speak to the entire university community and should be scheduled at a time convenient for all members of the university community. No compensation should be paid the candidate, and he/she should be expected to pay his/her own travel expenses, costs for security, and any other associated costs. The university will make a facility available at cost. Cost shall not include any extraordinary services or arrangements, which will be the candidate's responsibility to arrange and pay for. The President of the University, his or her designee, or a representative of the sponsor, will introduce all visiting presidential candidates prior to their main address.
5. Receptions. Sponsors may plan to provide a public reception following the formal speech, or at another appropriate time, during which interested members of the community may meet with the visiting candidate. The sponsoring group must assume the costs of a suitable reception.
6. Publicity. The university will cooperate in publicizing the visits of presidential and other candidates for congressional or statewide political offices. The Office of University Relations will assist in providing news coverage of the event. In those situations where a candidate desires -- or popular interest in the candidate requires -- regional or national news media arrangements and special services for coverage of his/her visit, the candidate and/or the candidate's sponsors will be expected to assume the costs of such arrangements.
7. Coordination of Arrangements. The sponsor and/or candidate will be responsible for coordinating with town officials any arrangements requiring the use of town streets or facilities.
